Windsor assists industry with EMTS solutions

LAKE OSWEGO, OR — Under the Energy Policy Act of 2005, transportation fuel producers are required to generate an increasing amount of their fuel from renewable sources annually. As part of the Renewable Fuel Standard program, producers may generate credits for producing more renewable fuel than their annual obligation. Credits can by traded with other parties, allowing fuel producers to comply with the requirements in the most cost-effective manner possible.

To support the credit trading system, EPA developed the EPA Moderated Transaction System (EMTS). Beginning July 1, 2010, obligated parties must begin using the EMTS system to register the buying, selling, usage, and retirement of credits, known as Renewable Identification Numbers (RINs).

EPA offers two means of reporting this data, either by manual data entry via EPA’s Central Data Exchange (CDX) web site, or through automated XML-based submissions via the Exchange Network.

Windsor is on the forefront of the efforts in this arena. As the leader in Exchange Network node and innovative data flow technologies, Windsor has developed a number of options for RIN transaction reporting and is working with industry to determine the best path toward cost-effectively meeting this new reporting requirement.
