Brownfields Program Needs Assessment Project
The New York Department of Environmental Conservation (DEC) is required by Title 3, Section 3-0315, of the New York Environmental Conservation Laws to establish a geographic information system that incorporates soil, ground water, and drinking water quality information and other information from State and Federal agencies to support the protection of ground water resources across the State.
Windsor Solutions worked with representatives from the Department and other stakeholder agencies to develop a vision for the system. Windsor then conducted an in-depth needs analysis that included joint facilitated information-gathering sessions, a Web-based survey of current systems, and a gap analysis. In the third stage of the project, Windsor worked with stakeholders to develop a detailed implementation plan.
Results that Reward
Windsor's detailed implementation plan is now being used by the Department to direct a multi-year effort expected to meet the needs of the new law.
