e-Manifest Tracking System

Paper-based hazardous waste manifesting requirements have long been a burden to the RCRA Subtitle C regulated community and its State regulators. Recent technological innovations, a national data exchange infrastructure, and modifications to the RCRA manifesting regulations have paved the way to an automated solution.

Windsor Solutions is working on an Exchange Network challenge grant project with the States of Michigan, Minnesota, Massachusetts and New Jersey to develop a multi-state electronic manifest tracking system prototype. This e-Manifest system pilot will provide electronic tracking and management of hazardous waste manifests from the original generation of the identified waste to its ultimate disposal.

This project will result in a proof of concept that demonstrates how a national e-Manifest system will drastically reduce the burden of paper-based manifesting and greatly increase the speed at which this important data becomes available to its many stakeholders.
